Even though I am not in the UK and so, am not fully conversant with uk labor rates, I would be shocked if it were less than GBP150.
You could do the job much much cheaper, but it would leave the wall looking scarred.
I think Kevin's costing is on the high side, but his detail of labor is accurate. I would pay GBP200 for this without question if the end result were good, maybe even GBP300, if that is in line with the local labor rates.
Did you really have to mention about your husband?

Your hubby was daft enough to drill over a plug..OMG... well it depends, if i chase out the wall and run new cable it'll probably be about 4 hours work, so ball park £150, may be possible to do a repair but really need to see it...

he is going to have to chisel a grove in the wall from plug to ceiling
cut the ring main replace wire to plug
fill the grove to cover wire
