I thought you had to pay for extra luggage and duty on anything before they would load it on the plane. This person has asked me to help him. I've sent him money by western union to greece customs but they keep asking for more.

This sounds like a scam - beware! Ebay advises against using Western Union for money transfers as it is not a secure site.
Who is this person who asked you to help?
Why not find out the address of the Greek Customs via a Google search and contact them? You could also go to the British Embassy here in London for help.

Never send money by western union.
It sounds like you are being scammed. Get in touch with the police and ask if they can check it out
