I don't actually think this is a stupid question, even though you intended it to be. It's not that God isn't on speaking terms with humans, it's that humans have forgotten how to listen.
Humans need to not confine God to a little box by saying that s/he only speaks to you in a voice. When you pray you need to just listen and pay attention to what is going on around you. Listen to the song on the radio and its lyrics, pay attention to what animals you see, what the people around you are saying even if they aren't speaking to you.
God speaks to us all the time. We just don't know how to listen.

God is not on speaking terms with humans because of what they have become. Cruel, hateful, racist, pornographic, slanders, and every other evil that you can think of. Why would a most pure, high God want to talk to that? Those people that practice their beliefs are spoke to by their god daily. His name is Satan.

ask Jesus into your life and be born again by the power of the Gospel (an actual real life event in your real life) if you do this in a prayer sincerely God will answer you! you have to truely seek then God will answer!

He who has ears to hear and eyes to see...
If you spend your whole life walking away from the light toward the darkness... will you expect to see clearly?
If you spend your whole life walking away from God and not listening.. will you expect to hear Him?
Read the Bible and Pray. Then do it again... and again.. ask for knowledge on how to talk to God and how to hear His answers.

He is on speaking terms. Just pray and He will talk to you. Also, He gives us his word, The Bible.
