Hard to do because you are on the top floor. Heat rises from the other apartments and the sun is on your roof.
However try these things to see it they help.
Never open widows and doors only minimally.
If you have drapes keep then closed during the day.
If you don't you may consider getting some.
The sun shining into your apartment will rise your temperature.
It is called heat induction. Keep it on the outside and your apartment will be slower to warm up from over night temperatures.
If you have an indoor-outdoor thermostat check to see if your apartment temperature is higher than outdoors. If so open your windows.
Place cool rags over your neck and change them out frequently.
There was a time when air conditioning didn't exist. At all.
So people became very good at learning how to stay cool.

God I know what you mean! My house is like a living sauna. First at night open all your windows let as much cool air in the house before the hot morning sun. And I'd say at 6:00 am close all the windows and shut your blinds! If you dont have blinds then tacking a think blanket over the windows that the sun will be coming through. And then repeat when the night falls again. Good luck!

All of the fan ideas and open windows a night. Close every thing up and pull down the shades, the close the curtains during the day to keep out the heat of the sun.

i also live on 4th floor n my apartment is cool without using airconditioner.so u should use light colour curtains, furniture, wall paint if possible coz dark colours absorb sunlight or heat n light colours dont so dont buy dark colour curtains. u can use white colour furniture or curtains or baby pink or sky blue.u can also decorate ur apartment with plants. u can use beautifull plants n flowers in ur house to make it cool.i am sure it will work .100 percent sure it will work .try it.and pls spray water in small quantity in ur apartment 2-3 times a day .it will make the air in ur room or apartment cool.n clean the floor with a little water 2-3 times a day. open windows of ur apartment once in a day n decorate the window with a plant if possible.these few tips will surely work .try them

Turn all the lights off, closed the drapes and windows. This will help to get upstairs cool.

I don't think that is possible without an air-conditional. My living room is upstairs and it gets hot up there. The reason being is that hot air travels up. This is the reason downstairs it stays cooler and upstairs gets hotter.

try shades. Dark ones. And dark curtains to keep the sun out.
Use lots of fans.
Keep the windows open to circulate the air.
Not much else you can do.
