Read everything I wrote and see if I can be of help.
Practice. Write letters to friends and relatives. Keep a dictionary handy.
Eventually you'll pick it up and it won't cost you what a college education costs.

To improve your communication skills, you must communicate often. Talk with people from all walks of life to stimulate your mind and become more cultured and more knowledgable.
Listen to what people are talking about on the bus/subway, at the supermarket, or on the street.

The most important is to learn to be a good listener. To do this, you need to look at the person with whom you're talking. If you interrupt, you'll be considered rude. Don't have a bored look on your face when you are listening. Don't go on and on when you are the one talking. Communication isn't a one-way street, it's a form of interaction among people. Try to talk with animation in your voice. Nobody wants to listen to a monotone. Ask questions of the person. Repeat what they've said in your own words, kind of mirroring what you've heard so they know you've been paying attention. Smile. Try to make sure you don't say a lot of things such as "Like, you know." That makes a person sound pretty stupid.

Take classes, read books...listen to audio in the car..practice..tape yourself in conversations with people...practice, practice, practice! And listen to other speakers and people who you totally admire. How do they interact with others? Watch their facial expression and body language. Listen to how they begin sentences, how the initiate ideas, etc. This is a thing you gain over time. It won't come overnight, but you WILL improve!
