I do not know what the setting on an equalizer mean. What do I set them to in a recording of audio and bad audio. Please help. What do the hz & all the numbers mean?

Equalizers boost or cut specific sound frequencies. Except for specific situations, I always record, or playback everything FLAT (the center detents on your EQ). It's the way it originally was recorded and doesn't alter the sound in any way....

IT Should kinda look lke this ,, Boost the far left ( Bass) by moving it up , Keep the Center ( Mid-Range) lowered. And Boost the far right ( Highs) .also by moving it up

The numbers are the different frequencies that are heard by the human ear . The slides that you move are what give you different tones .When you move the slides beneath a certain number, you are either increasing (Up) or decreasing ( down ) that particular frequency ...it is actually a type of amplifier . A general setting is a wide U-shape ( like a SMILE ) where both ends are boosted up and the middle is brought down

EQ, from left to right, fine-tunes the low and high frequencies. You can add more bass, more mid range tones or more treble. Without hearing the bad recording you're referring to, or at least reading a better description of it, I can't give any suggestions on what you might try.
