Obviously you know the answer or you wouldn't have asked it!
If the US is, and I am going to have to check around, much of it is counted as tax write offs, so I guess we are talking about clothes to the Salvation Army that they take the bought value when writing them off, and any other junk they can unload and get a write off! My father in law gave $10,000 to each of his children for Christmas or he would have lost the same amount.
The 2 Largest givers in America are Democrats!
Angela Jolie gives 1/3 of her income.
I think you would see charitable giving drop drastically if you took the write-offs a way. They do it for a reason, many of them, and it has nothing to do with their heart...more like their wallet!!
What other countries are bigger than we are that has the wealth that the top 1% have? Nobody!

In certain areas the US is still number one, but China just popped as number three for food donations and China gave Bush a check for the vitims of Katrina. I suspect the US is going to take a back-seat very soon.

We give more money than any other nation...but yet we are criticized that we don't give more based on our GNP...but I say beggers can't be choosers.
