I don't know if there is a rating system.. but I would imagine there are plenty of health department inspections to at least attempt to keep everything sanitary. I know in the Bay Area in California they have Saint Anthony's dining room in a few places. I don't think homeless hungry people are gonna check out a rating system if they are hungry

The only gauge that I know about is the albedo of the labor force.
