Old HDB flats in singapore were low cost constructions. So spalling is a common irritating problem becos expenditure is repeated. What is the extent of spalling due to leakage or excess moisture ingress from the floor just above. what is the cheapest long term solution.

Well, take this with a grain of salt. Without seeing the problem I'm making a guess here. The problem isn't just due to moisture. Concrete underwater doesn't spald.

Most cases I've seen are due to corrosion of reinforcement steel inside the concrete. As the steel rusts, it increases in volume and pushes out chunks of concrete. You need to have a professional look at your building. The spalding could be a symptom of a more serious problem and your floors could be failing (about ready to fall).

The exposed steel will have to be protected from exposure to water. Need to have that looked at as soon as you can.
