Those products are ok. Its actually like hairspray with coloring. U can wash it off easily. To do highlights..u gotta do it yourself, u can just get a plastic bag, put it over ur head, make sure it doesnt go down below ur nose or even eyes. Poke holes on top, pull out strands of hairs n color those hairs u pulled through the plastic bag.
Not sure of the name of the product, sorry, but, its pretty cheap. not more than 5bux. U can easily wash it off with a shower.

Highlights are made by bleaching your hair, more or less, so they won't wash out. If you wanted to go for very, very minimal change you could try one of those color-enhancing shampoos for blondes. Lowlights can theoretically wash out, but I haven't seen any proper lowlighting products-- most seem aimed at highlighting, not lowlighting, the hair. My only suggestion would be to get semipermanent dye and use a highlighting kit. Herbal Essences sells highlighting products with an easy-to-use wand, but you'd have to be very careful to avoid obvious high/lowlights. The better DIY kits feature a plastic bag that you put on your head, accompanied by a hook that you poke through the bag to bring out strands of hair to color. This results in a more natural effect, but it isn't very easy to do by yourself-- you'd want to call a friend over to help.

No, to get highlight you have to use bleach to strip the colour to make it blonde, if you want colour highlights then these do come in wash in wash out, But it depends on what colour you want blonde hightlights or coloured ones.

err not that i know of. u could use a mascara wand with some wella wash out hair colour stuff toners n shaders i think they're called :S soz that i couldnt be more help

Sounds like you are looking for a hair mascarra,lots of kinds out there ask at your drugstore or beauty counter.But dont over do it.

at walgreens theirs this highlightening straightner and it gives u a a srtaigtner with all these colors and it washes out with water its only about $30 dollars
