I'm 22 and weigh 123. I'm slim overall except for my abs. I have somewhat of a gut. My stomach is flabby and isn't flat at all, but it's the only place where I am fat. I know that you can not spot train and have to lose body fat in general in order to lose stomach fat, but how exactly do I go about this in a safe way? I do atleast 30 minutes of cardio 4 times a week, but haven't seen any changes. What am I doing wrong? What else should I be doing?

You are on the right track. And it would help to know your height and sex. But just going on what you wrote, let me help this way:

First, the body does not adjust and start burning fat until you have exercised for about 30 minutes. So at the critical point in your exerecise, you stop.

Second, since you are slim already, you need to rearrange some inches.

Try this: Drink lots of water, walk an hour every day except 1 then do stretching and upper body toning. As you get accustomed to the upper body stuff, increase upper body workouts to 3 a week. I suggest you simply do aerobic exercise, meaning light weights with many repetitions. Rowing machine, ab machine, but many reps instead of weight.

No sugar
No sodas
No candy
No chips
No potatoes
No pasta
No pizza
no corn
no bread

You are exercising well, so take a look at what you are eating. You should keep a food diary. When you start, don't worry about counting fat or calories, just notice what you are eating. Just seeing it written down can be a surprise - you don't always notice how much you really eat, but you sure notice that belly when working out, or zipping up those jeans. Watching what you eat helps you stay focused and eat healthier.

After a while, you can add up the fat and the calories you are eating if you really want to find the best ways to improve your diet.

You might consider some weight training - additional muscle burns calories 24-7, meaning that occasional pig-out on ice cream or drinks won't show up on your tummy the next day.

And if you are already slim, there is a possibility that your weight is already fairly low. Depending on your body type, you may have to train like an athlete to get a perfectly flat stomach.

It sounds to me like you don't need to lose weight but you should probably gain some muscle. A size 8 is a rather large size for someone of your height who weighs 123. Remember muscle is more dense than fat so someone who is 123 pounds but has a 20% body fat percentage is going to be smaller than someone of the same height who is 120 with a 30% body fat percentage

There are cardio programs that focus on the mid-section. Everyone has one part of their body that takes longer slim down, mine is my hips. There are so many different body types, yours might just be the one that holds any extra weight in the stomach...

I personally find Turbo Abs from the Turbo Jam program very specific and intense for that area...

It could be diet too, maybe talk to someone at your gym, health food store, etc...

I read below me and it sounds like Atkins.... Everyone need fibre in their diet, fibre is essential to keep all your intestines clear (think of all the cancers out there...fibre can also be found in some vegetables). Brown and rye bread have more nutrients in them and good fibre, anything white has little or no nutrients which isn't doing anything for your body.... If you are going to work out a lot your body is going to need fuel for energy, so eat healthy.

Think "healthy" to diet. What is good for my body, what will give me natural energy...

Add weights to your program.. You will not bulk up as ur a woman. Women will get strength and lose fat but u wont gain musce.Do the cardio one day on one day off As for weights do it twice a week or do pilates.For your first month no snacks.Eat snack on rest day in a small amount..e.g like one chocolate and thats it.
after one month if u happy with results avoid snacks altogether except in parties or with friends
