July 4th week is the busiest and most expensive. Southern schools usually start in mid August so traveling starts slowing down then and gets slower when east & west coast schools start in first of Sept. Depending on where you are going, its best to plan a summer vacation 4-6 months if it is a popular place in order to get good prices. Very few places are off season during the summer; even ski resorts have popular summer activities and can book up early.
