Qualification. My friend was studying to become a chef for a very long time and eventually had to give up. It takes a lot of experience and effort. From what I understand, you cannot become a chef unless you meet the standard of a certain french academy for cooking... but that might just be my memory making things up again.
So NO, they are not anywhere near the same level. Consider Chefs to be the Grand Masters of cooking.

1. Chef never does the dishes. Poor Cook gets all the kitchen chores.
2. Cook is often loved. Chef is often respected, seldom loved.
3. Chef - skinny. Cook - fat.
4. Spotless apron - Chef. Don't even look at the cook's apron.

A Chef is more experienced and prepares food uniquely than a cook. Their is also a difference in the salary.

All chefs are cooks, but, not all cooks are chefs.
Chefs tend to create special dishes while cooks use a recipe book.
Cooks can also read or they couldn't follow the recipes.
