I just noticed this morning that my pekingese' right eye has a small red dot, seems to be swelling or something, it's sorta protruding out from inside the eye, and when I cover her left eye and wave a little something in front of her the eye ball doesn't even move, so i was wonderful if it's like parasites or that eye is completely blind. And is there anyway I can cure this at home, any drugs or shots maybe?

You need to take your dog to a vet's as soon as possible and if this means an emergency vet- please do it. You do not want to mess around with eyes- he might end up losing it! The sooner you can start treating with the correct medicines, the better chance of recovery and saving that eye. More than likely he got scratched by something and it caused an ulcer in the. There is nothing over the counter that can help this and do not use anything with steroids in it until advised by a doctor!

There's something called "cherry eye", where the edge of the eyelid gets inflamed with blood vessels. In bad cases it could interfere with the dog's ability to see and close his eye properly.
While it's generally not serious, it can be corrected by a simple surgical procedure. See what your vet has to say.

sounds like your dog got poked in the eye by something and should be seen by the vet or permanent blindness can result
