If they do not have food, water and a shelter, call animal control or the police. If they do not have these things, try talking to them, they are your friends.

If they DO have these things, MYOB. Just because they don't keep their animals like YOU think they should is not a reason to report them. Reporting somebody is a really nasty thing to do, and only to be done when there is real neglect or abuse happening, especially when it is from their 'friend'.

You can call your local Humane Society or ASPCA. They will want to know what your observations have been, not just they don't take care of their pets. If they think it's a problem, someone may come (unannounced of course) to observe the animals and the condition they are living in.

My parents had a neighbor who left their dog outside like 95% of the time through the whole winter. It was SOOOO sad. They called and were told that as long as the dog has some type of shelter it could use if it wanted and access to food and water, then there was nothing they could/would do. So it is rough to see someone not taking care of an animal the way they should and it not actually be illegal.

Yes you could start with your local police. If that doesn't help try the ASPCA. Here is there website- www.aspca.org
From this site you can find all the agencies near your zip code that will remove these animals from the neglectful owners and more than likely give your friends a citation. Animal cruelty is a very serious matter and is not taken lightly. I would suggest you start today.

Call the humane society...they will have a humane officer check it out (anonymously) and if they determine that the animals are not being taken care of, they will take them away...then you are not directly involved. Thank you for your concern for animals. :)

call the humane shelter in your area. they will take the dogs away if they think the animals are not being cared for right
