That's not a quote from the Bible, but from Martin Luther King on the occasion of the March on Washington.

Don't think that quote is in the Bible. However, a few people in the Bible did say they had dreams. Jacob, Joseph, the cupbearer and baker, Pharaoh.

Sounds more like Martin Luther King to me and he was hardly bible material.
