i know it's a "divider" between the right and left lane. but what does another shorter broken line mean? it's the same lenght but only broken into smaller lenghts?

You might want to specify your geographic location, as that will make a difference as to what the road markings mean.

In the US, our center lines are typically yellow, and are continuous if you MUST stay in your lane and are broken if it is legal to pass.

On a multi-lane highway the lane dividers are white and again, they are solid if you have to stay in your lane, and are divided if it is OK to change lanes.

Our divider between the road and the "shoulder" of the road (to the right in the US) is a solid white line.
