You can't "make" your Dad let you go to the USA. You have to show him that you deserve to go to the USA. I'm positive if you get good grades, do what he asks of you, chores, and show him what school that you want to study at on-line that it might help him think about it a little bit more.

You dad may have a good valid reason for not letting you here.
For one, it can be a difficult and long process to get a greencard.
Also, certain cultures aren't too well accepted here, especially after the 9/11 disaster. Some people from that area have been met with lots of aggression, just because they were from a certain country.
You might do some research on google.com as to the agressions toward people from your country.
I've spoke to people from around the world, some wanting to come to the USA to get away from poverity. They were surprised to find out that America has a lot of proverity of its own. It's not all fairy tails, milk and honey, or whatever things they've usually heard. Sometimes it's not even the land of opportunity. Depending on which area you're living in, it's poverity, theft, gangs, shootouts, fighting, and some dangerous areas here in the U.S.
It also depends a lot on how well you can speak english. Many people don't want to deal with someone they can't understand. Some people here in America that were born here feel aggression to others that come here or loose impatience with them because their english is bad. Some people tolerate it well, some don't.
I've a friend from Egypt that went to school here in the U.S. He keeps fighting try to here, but there's only so much he can do.
It's very expensive to travel to the U.S. Your dad may not have the funds needed to get you here and back. If you don't have relatives living here it's even more difficult to survive. Housing and work are hard to find for a lot of people. Some end up living on the streets as well.

Where do you live?
America, or the USA, is an open society. This frightens many.
Do you have a supportive family member other than your Dad?
Americans' love to embrace people from foreign lands. That is what we are. The "Melting Pot" of Earth.
Best Wishes to you Always
