Is it possible to have a pair of goggles to have night vision, infared vision, and ultraviolet vision capabilites built into them?

yep. all the goggles you just listed can be built using 1 special video camera and a pair of goggles with small lcd screen instead of the lenses.
You only have to put 3 video cameras on a pair of lcd-goggles to make those super-goggles.
