It depends on what you are wearing. If you have a dress or top that has an open back and no detail, wear it down, but if you have a dress or top with lots of detail wear it up. It will show it off more. But make sure your hair isn't too tightly pulled back. Make it looser and soft. It will look too blah if it looks like you put a tight ponytail in it.

Both.
When you go out wear it down with curls.
When you are home put it in a low pony tail and then lift it up in a clip.
Or, you can put it in a bun. ponytail it to the left or right or put it in a hlaf ponytail. You could braid it. Hope this helped

I've always been told that guys prefer women with minimal make-up and a more natural look. (for relationships, that is.) They say they want to know what a woman really looks, smells, and feels like. I know I don't want to touch a guy's hair if it's all full of gel and hairspray. I want someone who is natural and is comfortable with being that way.

If you wish to show off your neck, wear your hair up.
Wearing it down will hide your neck a little more, but also looks sexy

it depends on te occasion and what you are wearing for instance if you are trying to flirt it's best if your hair is not in a tight bun let loose and flick it!

down is almost always better. only go up if you are try to go flirty (ponytail-ish) or dressy (prom-ish)
