I'm after a program that will allow me to set time limits as to when our computer can access the external ADSL modem. This is to stop the children from playing online games all night.

There is a free downloadable program called K9, checkout the link below for all you questions about this program. It does let you choose time zone for internet access, should do what you want.

There are some good program suggestions above.
If you have a router or wireless router and they are on a connection, many routers have time settings you can set. See your manual.

But FIRST I would do the simplest.
This probably wont get me voted best answer, but it needs to be said.
I don't have kids but I would do what My Dad would of done if we had computers. (but what he did with other things, like the TV once.) If he told me do NOT do something and I did it anyway he would of taken away the computer for a week! for the first offense.
A Month for the second offense!
And OFF LIMITS 24/7 until I turn 18, move out, and get my own!!! for the third offense.

Save yourself some money and time learning some new software by disabling the modem when you are finish for the day. Right click on my computer. Click properties. Click the top tab "Hardware". Click devices. Find the modem in the list and right click it then choose disable. Do the same thing to enable also. The easest way to disable is to right click my network choose properties then you will see the. Right click it then disable. Do the same when enabling. I just read your detail. This is based on the assumption that you don't have a router. Good Luck.

most internet security suites would have this ability. They allow you to control the duration and timing of different users using the internet. the more user friendly ones to use are Norton Internet Security 06/05 or F-secure Internet Security 06... the options can be found at the parental control choice. Good luck and talk to ur kids about ur concern on them playing games all the time, engage them in more real-life physical games than electronic gadgets..

Though if you were savy enough, you can use one of the open source proxys and then either filter or enforce any policy restrictions on your own. (Make sure that your kids are not given local admin access or else everything is useless)
