there is no specific age of developing the skills of your kids. But based on my knowledge it start when you have a baby start teaching him/her what is good and later he/she can follow and develop their skills.

since born time just to identify his strenght and where he is good but from 4-6 u have to develop his skill other wise will be very difficult and to late

My wife is a nanny. She said that the one thing you do from birth is get the kid in to a routine every day. There is more to it than this. There are some child rearing classes you can take for more. Contact your local hospital. They can probably direct you.

From birth. Children begin learning the moment they are born.
Talk to them.
Read to them.
Point out things that are around you. Talk about colors and shapes of objects. Count the steps as you climb the stairs.
Sing songs to them.
Play "I spy" with them as you shop.
Teach them to help sort laundry by color or to match socks. (Math skills!)
Teach them to use kid-safe scissors to cut up junk mail or old magazines or scraps of wrapping paper.

not to long after they are born. If you can make the bedroom colorful. Maybe talk to a doctor about it and see what they can suggest or maybe find a book.
