First what are my political motives, which nationality , country ,race am I , and who is my enemy.
Do I have democratic chance to fight in the court of law for my ideals,if no are they clasical military means like military takeover of the government, or I am a minority who is trying to put my ideals in work in the real world by use of force.
What are rational targets for my attacks ,and what are my demands?
Do I do only matterial dammage, or do I kill population, are the state officals, police, military, only targets that I am willing to do or I do not care.
If I do not care, are there realy login in my demands, or am I some mental aberation of human race that likes to kill , and has some fictional ideas
That all and more defines what would be a target.
I think that better answer you could get from some psychological evaluation of some terrorist movements.
Destruction and killings are same in every terorist movement (science is what give you the best way to destroy something , or find optimum location for mass killings),but individual purpose that drives them into this is diferent for every on of them.

I would attack congress while it was in session. Hopefully while the president was there.
I would attack the U.N. while it was in session.
Finally I would probably attack an L.A. or New York power plant. To put people in mass fear.
Of course, I'm not a terrorist. But I'm pretty sure our own government is already working in executing this plan for the terrorists.

U could be an israeli or american terrorist and blow up civiliansor u could be a muslim terrorist and blow up the white house and senate places (make 98.5% of the world happy). Terrorists are people kill innocent people (in the muslim case the people around the buildings u destruyed). U r not a terrorist if u think of what a terrorist will do.

There ARE entire groups of people whom I'd love to see eliminated. However, I keep such thoughts to myself, for a variety of reasons, such as
1-EVERYONE is "evil" and "should be eliminated" by SOMEONE'S definition, including myself
2-Given that no group of people all "conveniently" hang out in one (or a select few) particular location(s) at any given time, there can be no effective physical target(s) to attack; nor can one guarantee that "innocent" people won't be victimized in an attack
3-Terrorism causes backlash against ones cause and engenders sympathy for the victims
4-The methods used to fight terrorists necessarily infringe upon the personal freedoms of everyone.
Still, fantasies (even "evil" ones) are fun to indulge. For example, I saw something in an old movie once that illustrated something that I'd been fantasizing about for quite some time. I happen to hate gang activities, and I feel that gangs are a blight on the communities in which they live. These miscreants "mark their territories" with graffiti. There was a really stupid sci-fi movie that showed some sort of a device that literally "blew away" anyone who "graffitied" anything. I found myself chuckling evilly over that one, because I'd been imagining such a device, myself, for several years prior to seeing it on a movie screen. (But would I want to live in a totalitarian society, such as the one depicted in "Judge Dredd," IRL, if it meant that gangs could be eliminated? No way!)

I would obtain a nuke. Move it covertly into a port in whatever country the US was currently in conflict with. Set it off and then blame the Americans for nuking an Islamic country. The Muslims of the world would believe it( just like they believe the ridiculous lies about 9-11). This would unify and galvanize the muslim countries of the world. Pick the Second Saladin and begin attacking.

Like most I think - the American people (but for me just in words). I'm not American, have no desire to go there, so fear not about being attacked by you. I would not ask the first question. I would suggest answering it might be bad enough.
