Try a mix of 3/4 water and 1/4 vinigar. Let it soak about 10 min and scrub it off with a coarse sponge. At PetSmart we use a solution called LemonQuat but im not sure where you could get it. Stay away from cleaners like Greased Lighting because it may be harmful to the birds when you put them back in the cage.

Use vinegar and water - works aeverytime. Spray the bird poop completely and let it sit - then it comes off fairly easy. The vinegar breaks down the enzymes in the poop - if it is really stubborn, soak it for an hour or two in the vinegar water mix. Works every time. I use it to clean all my cages - and I have over 30 - I am a breeder

I have a similar problem with my cages. I use a spray bottle with hot water and I use one of those plastic scrubby pads or a long handled kitchen dish scrubber with stiff bristles. I spray the goop, let it soak for a few minutes, then return again until the goop is relatively soft. Then I use the scrubby pad/dish scubber to get the gunk off. You may also want to try antibacterial soap when prying the poop off. It takes more work than if you had Poop Off, but it still does the job!

Some folks in my parrot club bought a small steam cleaner. They steam the problem areas for 5 minutes and wipe off with a sponge.

Put a wet towel (soaked) on the cage and let it sit overnight. In the morning the old poop will rub off without a struggle. No chemicals needed at all!

Spray a mix of hot water and Greased Lightning (cheap cleaner that works awesome) on it, let it soak about 15 minutes, then put on gloves and scrape it off with the edge of a credit card.

Take the cage close to a garden hose. Remove the bottom tray, water holders and wooden bars. Using a hand brush or small hand sweeping brush, brush everything down while using water hose. Wear gloves while doing this.

Use hot water, soap and an old toothbrush. That always does the trick.
