A pertinent observation.
The answer is its a **** job but with good money. If you are black and already doing it and there are vacancies you tell your brother/cousin/flatmate etc who applies and gets the job. It beats McDonalds!!
The company is satisfied coz it saved on advertizing, will never get its wrist slapped for anti-black bias in its employment statistics and can easily sack this type of worker coz there is always more where they come from.
(Especially if they don't look too closely at their visas etc).
You are satisfied coz you and your cousin can work together and he aint gonna be sponging off you and shagging your wife while you're at work etc. You might even get some browny points from his family and end up shagging his wife/daughter/cousin etc!!
How do I know this? I used to a PA in London and asked exactly the same question!!
Incidentally dont stop asking awkard question just because someone claims to be a police girl. This is free (ish) country and you have the right to ask such things. And bugger anyone who doesnt like it!!!

they dont have to be, they just are.
London is a big, multicultural melting pot, which has a large non-white population. It is inevitable that some unskilled labour will attract the poorer end of the community, of which there is a large percentage of non-white.
if you look, you will find non-whites in the professional areas also.
Outside of london, the population tends to be almost all white, which means you dont see so many non-whites in any job. (with the exeption of a few pockets which appear to have sprung up).
Just the way of the world i think.

They don't HAVE to be black... that's against the law. There are plenty of other races that are also parking attendants.

Positive discrimination......i think its legal to ask for just black or Asian ppl to apply for a job if their a minority..........But illegal to ask for white ppl only..............saying that though arnt white ppl the minority in London?
