High Lights are Not Temporary Because To have Your Hair Highlighted They Take The Colour Out,
You Can Not Put It Back In .
But Low Lights Are When You Put Colour In,
Some Can Be Temporary.
Must Say You Are A Breath Of Fresh Air ,Your Brother, Must Be Very Proud Of You Standing By Her,
You've Made Me Feel That This Is Not An All Bad Place To Live After All..
Smile.

Conair makes a great highlighting tool called "ProColor Accents". It is a machine that "paints" temporary highlights onto hair...and the color cartridges range from very natural to wild (like hot pink or blue). The stuff washes out easily so he wouldn't have to worry, and it is a lot of fun to use. You can find them at Target or Claire's stores for just a bit over 20 dollars, and they come with batteries and 18 color cartridges (with 11 shades)! That's a great deal bargain-wise...and I think it would work great for the situation you are describing....and give you the results you are looking for without the burden or worry that the color will hold.
EDIT: Here's a link for you to see what it looks like below.

There are wash in wash out things you can buy from Superdrug and Boots. Although they are temporary they do contain bleach to do the lightening. So maybe you'd be better off asking your hair dresser? I know from experience about the above. My hair dresser went loopy at me!

and its quite cheap

There are colors you can buy in tubes . I think these are mainly for spiking the hair, I believe they have glue in them. would ask a hair dresser for their opinion and see if they can recommend something that is not to permenat
