go to magastrate court or common pleas.

If charges were filed by the police with the county court or district court, those court jackets are open for public inspection. You need to contact the county/district court clerk and get file numbers, then go to that court (if charges are still pending) and ask to look at the court jacket. It won't contain the arrest report, but will contain info on the actual charges.

When you get arrested, you are either booked into custody, booked and 853.6(a)pc released or booked and cite released. An officer creates a "booking sheet" w/ all your basic info and a list of current charges. This booking sheet is public information and any detention facility has to have some kind of policy to make this information available to the public. Go into your local Sheriff's office or police department and just ask for the latest booking sheet on a who ever it is you are looking for and they have to provide it for you free of static or charge.

What right do you have to get these records. Surely the only person apart from the police who has the right, is the relative in question.
