I don't know about all cops, but when I lived in Ohio (not saying which city), they did a number of beeps with the siren to rate the women they pass (1=ugly, 2=OK, 3=hot).
Some would do it just to watch the bad kids run in doors.
Or they do it so people will pull over & they can pass them up (slow drivers)

Some do it to make sure its working, ie, at the begining of a shift. I'm sure there are times that it gets turned on by accident as well.
