Also, what is this type of paint called/named?

You can use Hamerite and then spray Super Reflective metallic aluminum paint on top of it (Home Depot or Wal-Mart both have the paints; Wal-Mart is cheaper).

Hammerite needs to be sprayed according to the directions and will make a very rough surface.

Remember not to spray too much aluminum paint at once - just mist a little paint at a time and then wait a few minutes before the second, third, and fourth spray coats. If you're in too much of a rush for the aluminum paint, it will drip and run and the reflective properties will be lost.

There are some paints that exhibit what is technically called "retriculation" (crevices or crazing/cracks form in the surface of the paint). Sometimes these paints are on the shelf next to the Hammerite, but if not, try your art supply store or art supply on-line.

Try a hardware store! They will know what you want! if you're painting a pool area, use rubber paint!
