i have a ? about "Safe files"?

when i try to download a file it says " Safe Files is unable to find a license for this file. Download anyway?"

Most softwares say that ....especially the free ones....it means that they have not applied for a license yet and if they had a license the would make you pay to get it in the first place. All freeware and trialware will say that but I download them anyway and have not had a problem.
