The dept. of Transportation. Either ask if you can buy some from them or where they get theirs. They use it to paint the stripes in the road and the handicap parking spots,etc. It is exactly what you described and comes in diff. colors...

Not sure but I would use several coats and forget it nobody is going to notice anyway.
