Or are you speaking of a military draft? If so, then no. The draft is now illegal, I believe.

I don't believe so. Despite all the dire predictions of a year ago all the service branches easily achieved their recruitment goals last year and are on a pace to do even better this year. Politically it would be very difficult to push through congress and the senate, even if it were necessary which I don't foresee, and this crop of legislators,,,both parties I'm afraid, seems to be far more interested in securing their own seats than doing what is best for the country.

I don't think so. We're not back in WWII when we are low on support. With the technology we have we can just finish a war in minutes.
