None before age 3. An hour a day (max) til 5. Minimize the amount of TV with friends before age 10. Encourage them to interact with each other instead. Never more than 2-3 hours of age appropriate viewing even into their teenage years. And only after homework and chores are done.
Do not put a TV (or computer, or video game) in their room (this is a biggie). Never watch TV during family dinner. No MTV-type crap before 16.
I raised two, both in college now.

My 2 year old watches 3 hrs of the Food Channel per day. I'm not afraid of him seeing anything bad on there. A lot of the cartoons are violent or teach things that are immoral or untrue. Until he knows right from wrong, no clicker. For me, that was about age 46. When he's 50, I'll be 101, so I need to stay healthy to control the clicker.

Depends on the weather. An ordinary day? About 1 hr max. During heatwaves or storms or freezing weather, it can be at least 4 hours.
