Primarily because most teenagers are fairly shallow, even if they have depth for their age. Poetry, and more importantly, the appreciation thereof, requires a certain ability for reflection and empathy that comes with age. Some teenagers can grasp this, and those are the ones that do appreciate poetry. They also tend to be more sensitive, either to themselves and their own needs and emotions, or to those of others (or both).
