Only if someone could be put in danger were the secret to remain secret; by implication this includes matters of state security or public safety. And then it should be revealed only to those responsible for looking into such matters (the police, the health department, etc.)

Ugh... maybe under court order...
(for general, ordinary secrets, of course, you just shouldn't reveal the secret, unless the original giver of the secret gives you express permission)
Edit: Well, yeah, for harmful things like "I'm going to blow up the school" or something like that, one should tell the police or someone qualified to deal with it (judge the harm of telling the secret versus the harm of not telling the secret).

If you feel you are cheating someone or being disloyal, then tell it after all you should not be having secrets when you are committed to the person to whom you want to reveal your secret .Mind only if it does not hurt anyone else.At times its better to reveal it yourself rather then it being revealed by someone else.
