Cowboy Bill's answer is the only correct one. Since 1974, the old Beetle has not been permitted in the US except for a short visit with permission. Issues as he says are safety equipment; smog; and the fact that only certified vehicles are allowed to be imported.

If you want a second opinion, visit Lonely Planet Thorn Tree, the Mexico Section, registration required. This is a common question.

They no longer make the old Beetle in Mexico and it was roughly two or three years ago they stopped.

Some people have stated that if you can buy an older Beetle, pre-1974, if you can find one with solid metal, and take it to Mexico with a lot of money, and have it completely refurbed, that works, but legally you will have to pay US customs on costs of refurb. And, US customs do take a second look at Beetles coming back into the country.

No. It will not pass emmisions or safety requirements. Dept of transportation is the ONLY dept in the entire US that really works so you don't have a prayer. You would be money ahead buying a Bug that has been restored.
PS -- if you smuggle it across the border you will face federal charges, the vehicle will be impounded and destroyed and you will have a criminal record to boot.
