It is just the average amount of kids the American public has. Number of kids divided by the numbers of families. It is more of a saying like "I want something different than getting married and having my 2.5 kids."

It is a statistical average. No one has 2.5 children, but nationally the average number of children is closest to 2.5.

It means that one family has 2 kids and one family has 3 kids. It's an average.
