Also, I would be sharing with a friend, so rent up to 1500ish a month is okay.

Yorkville (upper east side on 1st/2nd/york avenue) is pretty cheap compared, and so is the apartments on west end around 104th and up.

I am Chinese and I am living in Harlem. I would not say Harlem is the cheapest because it is going through gentrification, and prices around here are rising up very fast.

I would say Chinatown is the cheapest area in Manhattan.

To live would be either in Chinatown, Lower Eastside, or Harlem (or anywhere North of Harlem).

Any place where there are public housing projects or a little run down (not necessarily unsafe) is cheap to live. However, these kind of places are getting fewer and fewer, because they are all going through gentrification.

With a lot of distance (to even many neighborhoods in surrounding boroughs) it is Harlem. Search Manhattan maps for highest crime rate, most distance to public transportation and supermarkets and lowest caucasian population. Bingo: that's where your cheap apartment in the Big Apple waits for you.
Sadly to note: if there WOULD be more caucasians, more people would vote and most likely there would be more cops and less crime. And better schools resulting in better educated folks who would vote. But then the rents would go up there too.

Cheap how? There are very few cheap neighborhoods in Manhattan these days. Harlem has been getting expensive (ie. gentrified) lately as well.

Maybe Harlem, but even that is expensive these days. Go to Brooklyn or Queens for cheaper neighborhoods.
