First things first, remember at all times that most lessons take time to learn. Do not expect him to learn instantly.
Teach him without yelling. Yelling at small children is wrong always, but there are two things that make yelling really wrong. One is, your voice does not go any louder than a yell and loses it's intended effect right away. Two, if teaching a person something was meant to be done by yelling, the microphone would not have been invented.
Take your brother by his hand and talk to him when he is not acting up. He will listen better at those times. If he understands what you will not accept, he will stop trying to do those things.
Never tell him something like "get off of the sofa" and then walk away without making sure that he listened. Watch him after that to insure he's still listening. If you say something, mean it.
Most of all, he is your brother, not your son. Don't forget that his parent/parents are ultimately responsible for his well being. Don't accept to many responsibilities because eventually the pressure will be more than you can handle. Good luck.

Whatever you do, DO NOT let him go to the same school you attended! Teach him that his older sister is illiterate and ignorant, and he should get an education before he starts worrying about anything else! And YOU should start getting the education that you SHOULD HAVE received, before your baby brother overtakes you in learning!! And why are YOU taking care of your baby brother? Where are his parents?! Oh no, don't tell me--I don't think I want to know!!

Not too much. Watch him closely, use distraction and you may have to put up gates to restrict him to say the family room so you can make it safe for him and are able to remove the things you don't want him to get into. Don't punish him. Enjoy this cute but hectic time in your little brother's life. Love him and play with him. He'll love you back a ton. Good luck.
