I think you mean Bankers Handicap which has to do with the term Bankers Hours, which gives them a lot of time to play golf resulting in a low handicap. I bankers handicap would be a person with a low handicap which means they play pretty good.

A bakers dozen would be 13, so it could be a handicap of <13.
