If you're asking whether America has control over whether Israel could launch or not, I would say that's a fairly safe "no". Both countries may coordinate strategies for foreign policies when mutually beneficial, but once America pays for Israels arsenals of anything, it backs the hell off.
The current situation in Lebanon is a case in point.
Lebanon is the model upon which the US is building Iraq. Lebanon is a good democracy, such as there is very little hope of Iraq ever being. The Israeli invasion of Lebanon, having to attack a whole nation indiscriminantly to get at Hezbollah, is an indictment against American plans for Iraq's future.
At this point Iraq is going to hell anyway, so it doesn't matter too much to the Bush administration so long as no one thinks about this while being distracted from 6000 civilians dead in the last two months in Iraq.
While America may protect Israel, Israel just looks out for number one. Remember what happens to the Jews when Christ returns in Christianity and Islam, after all. Anyone else in it for Israel is just in it for that event, after all.

No, in fact the Israeli government to this day denies it has atomic weapons because it has and will never sign the nuclear no proliferation treaty.
