Poppet's answer is the way to go.
Movie files can't really be compressed in size, and dividing a movie file into several smaller volumes is a royal pain - both for you and for the recipient.
Reducing the resolution is not recommended either: the resolution from a digital camera is usually only 640*480 lines to begin with.

Uploading is the best way. Sending links is easy.
If you want to reduce the file size about the only way is to reduce the frame size (640X480 to 320X240) and the frame rate (30FPS to 15FPS). You need a video editing program to do this. Microsoft Movie Maker 2 does a good job of this task in XP. Comes with SP2. Picking a more agressive CODEC will do much to make the file size smaller.

Try a zipping utility like the shareware WinZip, or the free lternative, IZArc, then create a zip file that is fragmented into different files (The ZIP file, a Z01, a Z02, and so on) until it fits the 10MB limit. Email them in seperate messages.
