Is God's forgiveness for all, or for some? Is God's forgiveness contingent upon our own actions, or bestowed as a free gift to all?

It is a free gift to all that will take it according to if we believe and confess our sins.
Luke 12:10 And whosoever shall speak a word against the Son or man, it shall be forgiven him: but unto him that blasphemeth against the Holy Ghost it shall not be forgiven.
Romans 10:9-10 & 13 That is thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation. For whosoever shall call upon the mane of the Lord shall be saved.
1 John 1:9-10 (not St. John but the first epistle general of John) If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness. If we say that we have not sinned, we make him a liar, and his word is not in us.

EVERY SOUL HAS A CHOICE

There are those of the first resurrection, they are the chosen and elect, the new heavenly Jerusalem, the priest of God and Christ. Heb.22:12-24; Rev.3:12; Mark 13:27;
Rev.20:1-6; 1Cor.15:22-28,51-53; the firstfruits. John 6:39,40,44; 1Thes.4:15-17; WITH THE HOLY ANGELS. When all is perfect it is turned over to kingdom of God.

AFTER Rev.12:7-12; SATAN CAST DOWN. John 14:3; A PLACE PREPARED FOR, the head of the body and they are of the new heavens 2Pet.3:13; Rev.21:1-5,9,10; Gal.4:26; The mother of us all. Eph.3:21; The world with Jesus never ends.

The world from Eden to the reign of Christ has had Satan in it, it does end. Matt.24:3,7,14,15,22,36-38[ Only God knows day and hour Satan put in pit];
With Satan cast out of Heaven, to have a short time, he is put in the pit.
ALL LOST FROM EDEN can be made new. THEIR WILL BE THOSE FOR THE NEW HEAVENS AND THOSE FOR THE NEW EARTH.
JUDGEMENT DAY
This is how every one and every thing possible is saved, Acts 24:15; John 5:26-29;
Dan.12:2; Psm.104:29,30; Isa.26:19; Rev.20:1-6,12,13; THE JUST AND THE UNJUST
are resuurrected to judgement day. Heb.9:27; It is appointed unto man once to die and after thid the judgement. ALL STAND BEFORE JESUS 2Cor.5:10; Rom.14:9-12;

THE TWELVE TRIBES
Matt.19:28 [ Eze.37:12-14; the 12 tribes judged to be in their own land as promised Isa.66:1,22,23]; Matt.8:11; Abraham Isaac and Jacob are in the kingdom.

SODOM AND GOMORRAH, will repent before those in Jerusalem when Jesus was there Matt.10:15; ON JUDGEMENT DAY.

You would think when all SEE, all that is there for the 1000 years reign, THE TRUE SALVATION FOR ALL, that no one would be a looser Rev.20:7-10; BUT AT THE END of the 1000 year reign fire rains down from heaven and consumes a large number and Satan that was loosed a little season, is cast into the lake a fire. THEN IS SALVATION OF ALL IN THE NEW HEAVENS AND THE NEW EARTH AS IT WAS BEFORE EDEN.

Of course God is all forgiving, but you have to ask for forgivness, it's also a plus if you mean it. Even if you have murdered you can still be forgiven! If you can show me in the Bible where it says murder is unforgivable I'll change my answer. The only unforgivable sin is denying Christ as your Savior. God does EVERYTHING for you and all he asks in return is your love.

God forgives eveyone who accepts His son Jesus as their savior, and acknowledges that Jesus died on the cross for their sins, and inviting Jesus into thier hearts and lives and become born again christians.

John 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.

John 3:16-18
16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved.

18 He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God.

If God is all-forgiving then there would be no Hell, and therefore that would contradict His attribute of being fair and just. Are the unbelievers to be treated like the believers?!

A lot of theories about this, mostly because "some" ( very few) people say that God only has "Chosen People" known as the Israelites, people from the house of Israel, Most racist christian identity groups feel this is them they are the only members from the house of Israel.

Of course the Bible has LOTS of holes in it where it contradicts itself so its mostly based on you personally believe.

It was said that "GOD HATES ESAU" some racist/christian identity folks thinks this means everyone born from Esau, others say its just that "God hates Esau" nothing more nothing less.
this can pretty much go on for days.

I suggest you look up several things through wikipedia

His forgiveness is for all as a free gift to all.

Yes, as long as you don't do something terrible like murder. Remember: He is the only to take away the life of someone of his sons and daughters. God Bless You! :)

NO NO NO ........ Not everyone. There is no forgiveness for the devil and his angels. But.........

THERE IS A SIN THAT CAN NOT RECEIVE FORGIVENESS......

1John 5:16 If any man see his brother sin a sin [which is] not unto death, he shall ask, and he shall give him life for them that sin not unto death. There is a sin unto death: I do not say that he shall pray for it.

There is a sin unto death....... means that there is no forgiveness for it and it is not advisable to pray for that sin.

I know what sin that is but I wish not to post it in here.
