You mean for a girl to ask out a guy? Face to face because it shows your confidence and shows that you're not afraid to initiate things. I think that guys think it's hott for girls to make the first move.
But if you mean for a guy to ask out a girl, either way. A note is romantic but face to face shows us that you're really interested too and willing to take the first step.
