ok um convince your parents. say really nice things about cats and why you want one. that would work, and show your parents that you are responsible enough to own a cat. caring for a cat if hard but personally, i love cats very much and i can always help you out with cat information. if convincing them and showing them your responsible to own a pet doesnt work, start begging and tell your parents you'll do something for them or something nice :D (hopefully something i suggested works lol)
