my female pitbull had a litter of 13 three weeks ago and her daughter from her first litter (who is three years old and nowhere near heat) jumps in the crib and lets the puppies pacify, why?

It's nature. Has the daughter had a litter of pups before by chance? It could be that she knows what's going on, these puppies do smell like her and she could assume they are hers. Even if mother dog is accepting to this, I highly suggest you stop it now. This can be very dangerous to the daughter pup; confusing her own hormones and such. Though it's sweet and an outstanding act of nature, it's something that should be condoned.

Cause the other dog's mother instincts kick in and they want to help out , even though they can't. I got the same thing going on right now with our beagle and her 8 pups , and her 1 yr old female dog. The pups are smart though , they know the other dog has no milk.

She has a maternal instinct to pacify puppies. It was something she was born with. People certainly wouldn't do something like that (ew!), but dogs have different ways of doing things.

Because the urge to 'mother' is hard to resist. My cousin found a kitten, and their female DOG started giving milk and let the kitten nurse off of her. It's all instinct.

Instinct I would say. She is obviously a very nuturing dog. Maybe she feels drawn to the pups and feels the need to care for them.

Maternal instinct is very strong in some animals.
You see this behavior in pack animals.

The maternal instinct is so strong in her that she readilly accepts the pups.

All female dogs know how to nurture young. It's not going to harm her or them.
