It takes 3500 calories to make 1 pound. So if you eat 3500 or more calories a day you'll be able to gain weight. Which means you can eat whatever you want. You could also try gaining in muscle tone because muscle weighs more than fat.

No matter what I can't gain weight... but when I work out I begin to look bigger and look like I've gained weight. My suggestion is to hit the gym 4-5 times a week. When you get there use low repetitions of exercises i.e. press the weight 6-8 times at the highest weight you can without injurying yourself. Then rest and then do the same 6-8 twice more.
low repetitions are good for mass but if you do more "reps" i.e. 10-12 at a lower weight then you will gain strength quicker and leaner muscle.

tha'ts the easy part - all you have to do is take in more calories than you expend daily.
Change your diet to include foods rich in calories - fried foods, fast foods, donuts, anything with a white cream sauce, pastas.
Now if you are talking about gaining muscle, then that is a different question altogether. Now you are talking about a weight lifting program coupled with good eating habits that include enough protein to rebuild the damaged muscle cells (generally about 1 gram of protein for every pound you weigh).

If you are like me and have a "super-human" metabolism (lol) then simply eating more will not work, and people who say it will obviously don't have the same problem we do. The only solution I found, is excercising and gaining the weight and size in muscle.
(Excercising doesn't make a skinny person more skinny, contrary to popular belief. It actually increases bone mass, and muscle tissue, making a skinny person fill out more and look healthier.)
