Oh, yeah! Download and install Cygwin from http://www.cygwin.com/. Do a full install of everything because it's not that big. I use it all the time, though I'm quite the geek.

Within Cygwin you can run "tar -zxvf ****FILENAME****" and have all of the files contained within right now. You'll eventually hate reaching for a mouse.
