Well, when it is hot and humid the coat can be dampish or the dog gets wet and the coat doesn't dry and the skin stays moist and gets no air. That is when a hot spot forms.
They are not very common in the winter.

it make it irritated and make them want to scratch or lick at it more if they do you man need to put and Elizabethan collar around them you need to put antibacterial solution on it and let it be exposed to air.
