Umbralatin has the right idea. You put one on an erect penis, making sure to push it all the way down around the base. Basically it slows circulation, keeping the blood that causes an erection in the penis to maintain the erection.
They make ones that vibrate too, but I haven't ever been with a partner trying any sort of penis ring.
